Another Homebuyer Subsidy???? The NSP?

This was the first I've heard of the Neighborhood Stabilization Program (NSP). Is this just another homebuyer subsidy? Or is it somehow targeted at area that specifically have neighborhoods that are impacted by large numbers of foreclosures? Even if only the latter, is that really a good idea?
