Styrofoam Banned in Seattle?

I ate teriyaki in Seattle with my wife and daughter today. Instead of the usual Styrofoam take out container, we got some mock Styrofoam container made out of paper. By the time we got to the car, the container was already softened from the moisture of the food. By the time we got home, the container was soggy. Oh, and the rice sticks to the inside of the container. Has anyone seen these?
