First up, the Notice of Trustee Sale summary:<\/p>\n<blockquote>\n<p><span style=\"text-decoration: underline;\">October 2008<\/span><br \/>\nKing: 643 NTS, up 82% YOY<br \/>\nSnohomish: 331 NTS, up 128% YOY<br \/>\nPierce: 603 NTS, up 84% YOY<\/p>\n<\/blockquote>\n<p>The graphs below are derived from monthly Notice of Trustee Sale counts gathered at <a title=\"King County Recorder's Office\" href=\"http:\/\/www.metrokc.gov\/recelec\/records\/\">King<\/a>, <a href=\"http:\/\/198.238.192.100\/localization\/menu.asp\" title=\"Snohomish County Auditor\">Snohomish<\/a>, and <a href=\"http:\/\/hartweb.co.pierce.wa.us\/localization\/menu.asp\" title=\"Pierce County Auditor\">Pierce<\/a> County records.  For a longer-term picture of King County foreclosures back to 1979, <a href=\"http:\/\/seattlebubble.com\/blog\/2008\/10\/23\/september-foreclosure-data-w-long-term-chart\/\" title=\"September Foreclosure Data (w\/ Long-Term Chart)\">refer to this post<\/a>.<\/p>\n<p>For the full legal definition of what a Notice of Trustee Sale is and how it fits into the foreclosure process, check out <a href=\"http:\/\/apps.leg.wa.gov\/RCW\/default.aspx?Cite=61.24.040\">RCW 61.24.040<\/a>.  The short version is that it is the notice sent to delinquent borrowers that their home will be repossessed in 90 days.<\/p>\n<p>First let&#8217;s look at the number of Notices of Trustee Sale scaled in terms of number of households per foreclosure (based on household data for each county from the <a href=\"http:\/\/factfinder.census.gov\/servlet\/ACSSAFFFacts?_submenuId=factsheet_0&#038;_sse=on\" title=\"American Community Survey\">American Community Survey<\/a>, assuming linear household growth between surveys):<\/p>\n<p style=\"width: 600px; margin: 5px auto; font-size: 0.8em; text-align: center;\"><a href=\"http:\/\/seattlebubble.com\/blog\/wp-content\/uploads\/2008\/11\/not-households_2008-10.png\" title=\"Households per Foreclosure\" rel=\"lightbox[3371]\"><img loading=\"lazy\" decoding=\"async\" src=\"http:\/\/seattlebubble.com\/blog\/wp-content\/uploads\/2008\/11\/not-households_2008-10-600x435.png\" style=\"border: 1px solid #000000; margin: 5px;\" title=\"Households per Foreclosure - Click to enlarge\" alt=\"Households per Foreclosure\" width=\"600\" height=\"435\"><\/a><\/p>\n<p>King County came in at 1 NTS per 1,211 households, down from 1 per 2,169 in October 2007 and 1 per 1,281 in September 2008.  Snohomish County had 1 NTS per 789 households, down from 1 per 1,784 in October 2007 and 1 per 882 in September.  Pierce broke below the 1 NTS for every 500 households barrier, coming in at 1 per 489, down from 1 NTS per 891 households a year ago and 1 per 549 a month ago.<\/p>\n<p>For comparison, <a href=\"http:\/\/www.realtytrac.com\/ContentManagement\/pressrelease.aspx?ChannelID=9&#038;ItemID=5420&#038;accnt=64847\" title=\"RealtyTrac Press Release\">the latest press release from RealtyTrac<\/a>&mdash;whose definition of foreclosure includes Notice of Default, Auction, Notice of Trustee Sale, and Real Estate Owned&mdash; shows King County with 1 foreclosure for every 652 housing units, Snohomish at 1 foreclosure for every 445 housing units, and Pierce with 1 foreclosure for every 236 housing units.  Their report puts the nationwide rate at 1 foreclosure per every 452 housing units, and Washington&#8217;s statewide rate at 1 foreclosure per every 631 housing units.<\/p>\n<p>Following are charts of King, Pierce, and Snohomish County foreclosures from January 2000 through October 2008, with uniform y-axis scales to provide easier comparison.
