I think these types of programs are a mistake. So you give one firefighter a chance to own a residence near the fire station. What about the other firefighters who have one hour commutes. Guess they're out of luck! How do they treat the lottery winner?
If instead all the firefighters quit because they can't abide their commutes, they or their replacements would get a raise, whatever it takes to keep them on the job. Taxes on the rich and anyone else who can afford to pay would be raised to pay the firefighters' raises, and the differences between the haves and the have nots would be lessened, to the ultimate benefit of everyone on average. That's the way the system should work.
