Buyer's agent for making "low ball" offers

Posting for a friend.

Anyone know a good buyer's agent who meets the following criteria....
- Willing to make low-ball offers (greater than 25% below asking)
- Gives back 50% or more of his/her commission
- Easy to work with
- Willing to work on eastside properties

    There is a good group of two agents out of Bellevue office that my friend used a few times mostly on investment properties, they did great on getting offers accepted, send it in one week rejected, then send another one in two weeks later even at a lower price. I think they were out of Windermere DT.
