Purchasing a new house without any down payment

Hey,
Is it possible to purchase a house without any down payment? Had anyone heard aboard it? I found it in an article http://www.albertamortgagecentre.com/purchasing-a-home-and-in-need-of-a-downpayment-now-upto-30000-unsecured-available-through-alberta-mortgage/ about that news. I am even looking for home loans and excited to see that article. What are the documents to be submitted to get such mortgage schemes? Do I need to pay high interest for such loans?

    I know that if you qualify for a VA loan you can get a home loan for zero down with no PMI. I haven't heard of any other zero down loan programs ever since they tightened up lending after the last housing crash.
