Is it "repartmenting" if it never was an apartment building to begin with?

according to the second link...17 out of the 100+ units were sold

  • And that's Intracorp developing it, too; not unsophisticated newcomers. If they're "prepartmenting" a nearly-complete new construction project in lower Queen Anne next to Belltown, it's a sign the seas have changed. Only 17 of 114 units sold since April '07 - woof.

Wonder how far Intracorp got with the buildout on this one before their decision to pull the plug. Remember reading somewhere that condo developers who decide before occupancy to go apartment generally try to pull the trigger before they've built the interior walls and plumbing to condo specs. Usually they make more money if they can switch to apartment-grade infrastructure.
